What you'll do

In this role, you will track proposal information such as Q&As; review and identify the changes and their impact on the proposal. You’ll manage communication with internal clients, including - Chief Officers, Vice President and other executives. Define timelines and milestones for multiple (simultaneous) proposal efforts and ensure adherence to those timelines. As well as, direct writing/editing/revision efforts; coordinate with volume leads to ensure consistency and compliance through Blue, Pink, Red, Green, Gold and White glove. Other responsibilities are listed below:

 

  • Conduct regular proposal status meetings.
  • Demonstrated knowledge and experience applying the Shipley proposal processes
  • Develop outlines that present a compelling, innovative, and compliant approach to developing proposals
  • Identify proposal development risks and propose creative mitigation strategies
  • Create proposal elements such as matrices, tables, and graphs
  • Use library content to pre-develop executive summaries and management approaches
  • Document and discuss these impacts with the team and develop innovative ideas to address them
  • Ensure past performance/resume updates are compliance with the proposal requirements and they are completed in timely manner
  • Coordinate proposal kick off, color review and lessons learned meetings; ensure resulting action items and comments are addressed
  • Review drafts to ensure proposal content flows, is consistent, is fully compliant, and effectively communicates a compelling technical approach
  • Perform desktop publishing efforts to finalize proposal content
  • Coordinate with graphic designers to ensure visually appealing graphics align to proposal content
  • Participate in the development and review of win strategies and themes
  • Liaise with contracts department to verify completion of NDAs and teaming agreements
  • Coordinate development of pricing volumes with the pricing team

What you'll bring

  • Bachelor’s Degree (four-year college or university) in related field or equivalent combination of work experience
  • Five or more (5+) years’ experience full life-cycle proposal writing, management, and development
  • Active Secret Clearance
  • A commitment to your profession demonstrated by participation in providing support, guidance and memberships in professional associations
  • An understanding and experience with large, complex IT projects and organizations
  • Skilled ability to coach writers on proposal industry best practices as well as corporate standards
  • Outstanding attention to detail, organization and prioritization skills
  • Advanced knowledge of the Microsoft Office Suite
  • Excellent written and verbal communication skills
  • Proven ability to plan, produce and deliver compliant proposals in a complex environment
  • Demonstrated ability to work independently and as part of a team
  • Ability to apply critical thinking
  • Strong desktop publishing skills in addition to strong copy and content editing skills
  • Proficient managing a large volume of RFTOPs for various Federal Agencies

  • An understanding of Federal procurement policies and practices
  • Skillful scheduling and leading proposal related meetings
  • Experienced managing responses to Federal Requests for Proposals (RFP) with a successful win record
  • Savvy using SharePoint (or similar tool) to facilitate proposal development
